Secure connectivity in the COP30 Blue Zone in Brazil

From 10 to 21 November 2025 more than 30,000 people gathered in Belém, Brazil, for COP30, the 30th Conference of the Parties of the United Nations Framework Convention on Climate Change (UNFCCC).
The venue was divided into zones. In the Blue Zone, leaders met, official negotiations were held and strategic projects were presented. It’s here that international climate policies were shaped, guiding the green economy, natural resource use and global emission-reduction targets.
Given the importance of the Blue Zone, DATAPREV — in partnership with the UNFCCC — needed connectivity infrastructure for these critical operations. NTT DATA implemented a network that supported daily peaks of 20,000 simultaneous connections, with no connection failures or security incidents.

Connect the Blue Zone in 15 days
To implement the network infrastructure required for COP30, DATAPREV launched a public tender that was awarded to NTT DATA, based on our ability to meet the project’s technical scope. We coordinated multiple partners, leveraged advanced monitoring capabilities, and demonstrated the expertise and flexibility to deliver the solution in just 15 days.
In addition to working under this tight deadline, we had to deploy the network while the Blue Zone was being constructed, significantly increasing the project’s logistical complexity.

COP30 is the largest UN event in the world and welcomes around 50,000 people over 10 days. It is an event of intense work and discussion, leaving a mark on Brazil’s history — especially because it is held at the gateway to the Amazon in Belém.
”Deploying a business-critical network at speed
To provide the entire network and connectivity infrastructure for the Blue Zone so that global negotiations could take place securely and efficiently, NTT DATA structured the project on five pillars:
- Communications network
We installed Cisco switches, Wi-Fi controllers and next-generation access points to ensure high speed, stability and security
- Digital security
Advanced firewalls (Cisco and Fortinet) and access-control systems were implemented to protect sensitive data from cyberattacks
- Servers and hybrid cloud
Robust, flexible infrastructure with high processing capacity was deployed to run critical systems and store data
- Wi-Fi for everyone
Technical site surveys were performed to ensure full Wi-Fi coverage of the Blue Zone with no dead zones.
- Planning and 24x7 support
We completed the installation and testing in record time, with specialized teams providing continuous support throughout the event.
With a dedicated team of about 15 experts and more than 70 service providers, NTT DATA managed the project to deliver a network capable of supporting up to 50,000 simultaneous connections. “Our main focus was building robust and resilient infrastructure that would keep the network secure,” recalls Leonardo Borges, Infrastructure Specialist at NTT DATA.
At the same time, the network had to operate at scale. Antonio Hobmeir Neto, the Infrastructure Director at DATAPREV, explains: “We faced challenges related to time, climate and the sheer size of the event. As a result, we had to engineer a comprehensive logistics and IT infrastructure strategy to keep the entire area connected.”

”Reliable connectivity for a global event
To keep participants connected and focused on negotiations, NTT DATA delivered highly available infrastructure for critical applications in just 15 days. Over the two weeks of COP30, the Blue Zone recorded more than 43,453 connections, with peaks of up to 20,000 simultaneous connections and an average network health level above 80%.
Ana Kassab, Associate Client Services Delivery at NTT DATA, explains the scale of the deployment: “We installed more than 1,500 Wi-Fi network points and over 200 switches. In total, 2,500 devices were installed across the COP30 complex, dedicated solely to the Blue Zone.”
Thanks to resilient architecture and proactive monitoring, participants experienced a connected, secure and stable environment, enabling global negotiations to take place without interruption.
