The Infobanco Health Data Platform: From Innovative Idea to Consumer Success Within One Year

Developing a new unified health data platform for the Madrid hospital network

In March 2022, The European Commission proposed a regulation that will enable individuals to oversee their own health data: the European Health Data Space (EHDS). Another of its primary aims is to make it easier to use that data to improve healthcare, research, innovation, and policy making.

Across Europe, the unification and sharing of personal data, including health data, has become a critical priority. The EHDS builds on previous regulatory moves by the European Commission: including the General Data Protection Regulation (GDPR) Act, the proposed Data Governance Act, the Data Act, and the Network and Information Systems Directive.

The EHDS has been designed to promote trustworthiness and efficiency. Although it will become easier to share data with health professionals across the EU to improve healthcare delivery, it will also become mandatory for organizations to certify the interoperability and security of their electronic health record systems.

The Madrid hospital network was one of the many organizations preparing for this regulation to come into place. With data scattered and siloed across the network, it needed a tailor-made digital transformation solution.

Why the Madrid hospital network needed a unified view of patient data

The EU announced that, as a part of the EHDS, Member States would have to ensure that patient summaries, ePrescriptions, images and image reports, laboratory results, and discharge reports were all issued and accepted in a common European format.

A major difficulty for many healthcare organizations and researchers, such as the Madrid hospital network, is the uneven, scattered, and siloed storage of patient data across different systems and formats. Without a unified view of this patient data, it would be very difficult to allow the integration of research with healthcare processes and clinical daily practice.

As a result, to help it meet its obligations, the Madrid hospital network selected NTT DATA to build the first platform to allow this integration: Infobanco.

What is Infobanco?

Infobanco is a health data platform that provides clinicians, managers, and researchers in the Madrid hospital network with data governance tools. These tools deliver real-time visibility of operations, patient experience, and the behavior of the different agents involved.

Infobanco, developed by NTT DATA in collaboration with Better, VeraTech, and RHEA, makes it easier for practitioners to obtain, transform, interrogate, visualize, and analyze patient data – supporting them through their decision-making process.

This is the first project of its kind, created entirely from scratch. It integrates three kinds of platforms into a single system, supporting the Madrid hospital network in preparing for the European Health Data Space by promoting interoperability, security, and innovation.

What can clinicians and researchers do with Infobanco?

With Infobanco, clinicians, researchers, and business managers can process large amounts of data in real-time. This boundary-pushing learning and research platform enables the unification of health data, allowing all clinical information to be added to a single site whilst allowing current systems to evolve.

Healthcare professionals can use the platform to develop a standardized clinical history with a longitudinal view of patients' conditions. This view includes clinical information drawn from data located in different systems and databases. However, with our focus on interoperability and a standardized repository, researchers are empowered to carry out a wide range of projects in a safe and controlled manner.

The Infobanco project has a federated architecture that can link networks of different hospitals or healthcare systems into one network, with a governance and security layer to keep this data safe. But this is not a solution that is limited to Madrid: this architecture could be applied to many similar use cases across the globe.

The platform's artificial intelligence (AI) and predictive analytical capabilities support users in taking these different sources of data and using them to support clinical decisions. Using this architecture, healthcare professionals will be able to better detect, predict, alert, relate and catalog information to drive improved healthcare outcomes.

Infobanco has been NTT DATA EMEAL's flagship project for the health industry, and due to its success in enabling improved patient care, research, and innovation, it will be extended across the whole network of hospitals in the Madrid region. It will also be linked to the European health data space, while NTT DATA EMEAL creates an asset called Health Data Catalog, using the Infobanco project as a knowledge base.
